El objetivo era desarrollar una mejor comprensi\u00f3n de los elementos conceptuales del derecho a la ciudad y las herramientas legales, administrativas y judiciales que pueden usarse para la implementaci\u00f3n de este derecho en las ciudades. Los facilitadores explorar\u00e1n iniciativas y experiencias en las que el derecho a la ciudad puede usarse como referencia para pol\u00edticas, programas y proyectos de desarrollo urbano con el fin de construir ciudades justas, inclusivas, democr\u00e1ticas y sostenibles.<\/span><\/span><\/p>\n<p><a href=\"http:\/\/www.righttothecityplatform.org.br\/habitat-iii-training-event-implementing-the-right-to-the-city\/training-jpg\/\" rel=\"attachment wp-att-2322\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2322\" src=\"https:\/\/www.right2city.org\/wp-content\/uploads\/2020\/01\/training.jpg\" alt=\"training.jpg\" width=\"1350\" height=\"759\" \/><\/a><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">El primer d\u00eda asistieron 50 personas, entre las que se encontraban estudiantes de la PUCE. Cada participante recibi\u00f3 dos publicaciones: <\/span><\/span><span style=\"font-family: Arial,serif;\"><span lang=\"en-CA\">\u00ab<\/span><\/span><span style=\"color: #ee8d00;\"><span style=\"font-family: Arial,serif;\"><u>El Derecho a la Ciudad &#8211; construyendo otro mundo posible: gu\u00eda para su comprensi\u00f3n y operacionalizaci\u00f3n<\/u><\/span><\/span><span style=\"font-family: Arial,serif;\"><span lang=\"en-CA\">\u00bb y \u00bb <\/span><\/span><span style=\"color: #ee8d00;\"><span style=\"font-family: Arial,serif;\"><u>La Gu\u00eda Formativa &#8211; el Derecho a la Ciudad<\/u><\/span><\/span><span style=\"font-family: Arial,serif;\"><span lang=\"en-CA\">\u00ab<!-- ojo: estas publicaciones no est\u00e1n en espa\u00f1ol en la web -->.<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">El taller empez\u00f3 con una sesi\u00f3n plenaria presentada por <\/span><\/span><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Nelson Saule Jr (Instituto P\u00f3lis) y una introducci\u00f3n general a cargo de Eva Garc\u00eda Chueca (UCLG),\u00a0que <\/span><\/span><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\"><span lang=\"en-ZA\">proporcion\u00f3 una visi\u00f3n general del Derecho a la Ciudad. <\/span><\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Su historia y base sobre los derechos existentes, y su \u00e9nfasis \u00fanico en temas territoriales.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Su recepci\u00f3n especial en Am\u00e9rica Latina con la institucionalizaci\u00f3n del Estatuto de la Ciudad de Brasil, la Constituci\u00f3n de Ecuador y la Constituci\u00f3n y leyes colombianas.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Su construcci\u00f3n desde abajo.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Su naturaleza colectiva.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Su \u00e9nfasis en inclusi\u00f3n, producci\u00f3n social y participaci\u00f3n.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Dos aspectos clave: la funci\u00f3n social y el espacio p\u00fablico.<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">En la sesi\u00f3n 2, se formaron tres grupos de trabajo para debatir diferentes temas durante 25 minutos, facilitado por Allison Brown\u00a0(WIEGO) y Marie Huchzermeyer ( CUBES \u2013 Wits University). Los temas fueron los siguientes:<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">&#8211; Participaci\u00f3n pol\u00edtica y no discriminaci\u00f3n;<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">&#8211; G\u00e9nero y econom\u00eda social;<\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">&#8211; Territorio, funci\u00f3n social de la tierra y del espacio.<\/span><\/span><\/p>\n<p><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">\u00abEl evento cont\u00f3 con una gran participaci\u00f3n, principalmente una audiencia joven y entusiasta, de estudiantes de derecho, adem\u00e1s de algunas-os participantes de la H\u00e1bitat III con un inter\u00e9s especial en el Derecho a la Ciudad.\u00bb &#8211; afirm\u00f3 Alison Brown.<\/span><\/span><\/p>\n<p><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">En la sesi\u00f3n 3, el abogado y acad\u00e9mico urbanista brasile\u00f1o Betania Alfonsin habl\u00f3 sobre el cambio de paradigma necesario para dotar de significado a los principios constitucionales existentes. Esto incluye la definici\u00f3n del concepto \u00abfunciones socio-ecol\u00f3gicas del suelo urbano\u00bb. Instrumentos de planificaci\u00f3n apropiados para la intervenci\u00f3n en el mercado de suelo urbano que juegan un papel clave en la elevaci\u00f3n de estos derechos. Despu\u00e9s, Bethania involucr\u00f3 a los participantes en una discusi\u00f3n sobre los instrumentos clave desarrollados y adoptados en Brasil para este fin: subdivisi\u00f3n obligatoria; impuestos progresivos al suelo; expropiaci\u00f3n; instrumentos de zonificaci\u00f3n como las Zonas Especiales de Inter\u00e9s Social; usucapi\u00f3n.<\/span><\/span><\/p>\n<p><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\"><b>20 de octubre 2016<\/b><\/span><\/span><\/p>\n<p align=\"JUSTIFY\"><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Tras la bienvenida por parte de Guillermo Edgar (HIC) y una introducci\u00f3n general a cargo de Eva Garc\u00eda Chueca (UCLG),\u00a0se form\u00f3 <\/span><\/span><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\"><span lang=\"en-ZA\">un grupo facilitado por <\/span><\/span><\/span><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\">Magali Fricaudet (UCLG), donde se abordaron diferentes subtemas.<\/span><\/span><\/p>\n<p><span style=\"color: #141412;\"><span style=\"font-family: Arial,serif;\"><span lang=\"en-ZA\">\u00abTuvimos un grupo bastante heterogeneo de participantes, la mayor\u00eda con alg\u00fan conocimiento sobre el Derecho a la Ciudad.
