From a slogan among <strong><a style=\"color: #000000;\" href=\"http:\/\/www.cddc.vt.edu\/sionline\/\" target=\"_blank\" rel=\"noopener noreferrer\">Situationists<\/a><\/strong> in 1968 to the central theme of the United Nations Habitat II conference three decades later, the \u201cright to the city\u201d has grown into a global catchphrase, tossed around by activists and policymakers alike. Its appeal is intuitive, its meaning elastic. \u201cA dignified and secure existence in cities,\u201d <strong><a style=\"color: #000000;\" href=\"http:\/\/unesdoc.unesco.org\/images\/0017\/001780\/178090e.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">according to the UN<\/a><\/strong>. \u201cA right to change ourselves by changing the city,\u201d <strong><a style=\"color: #000000;\" href=\"http:\/\/newleftreview.org\/II\/53\/david-harvey-the-right-to-the-city\" target=\"_blank\" rel=\"noopener noreferrer\">according to David Harvey<\/a>.<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Mexico City is one of the only\u00a0places in the world where the effort to implement the right to the city is underway. In 2010, the Mexico City government passed the Right to the City <a style=\"color: #000000;\" href=\"http:\/\/www.hic-gs.org\/content\/Mexico_Charter_R2C_2010.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">charter<\/a>, an ostensibly radical vision for the city\u2019s future.<\/span><\/p>\n<p><span style=\"color: #000000;\">Building on the <strong><a style=\"color: #000000;\" href=\"http:\/\/www.urbanreinventors.net\/3\/wsf.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">UN World Charter on the Right to the City<\/a>,<\/strong> the legislation sets out core principles of urban governance \u2014 sustainability, democracy, equity, and social justice \u2014 and enshrines a diverse set of rights for urban residents. As former Mexico City Mayor Marcelo Ebrard described back in 2010, the charter is \u201cthe document with the most ambitious goals of what the city should be.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">Yet the charter remains a wish list. The housing market continues to marginalize low-income residents, pushed toward the periphery of the city. In that vast peripheral zone, informal settlements continue to proliferate, now housing over 50 percent of the city\u2019s population and lacking access to key municipal services like water and electricity. Against the charter\u2019s radical vision of a just and equitable city, Mexico City is still defined by segregation and inequality.<\/span><\/p>\n<p><span style=\"color: #000000;\">How can we explain the persistent distance between the aspirations of the Mexico City charter and the city\u2019s reality on the ground?<\/span><\/p>\n<p><span style=\"color: #000000;\">The answer has two parts. The first is simple: while new\u00a0welfare programs introduced under the charter have provided necessary funds to the poor, they have been financially insufficient. The second, however, reflects a more fundamental limitation of the Mexico City approach: that through these programs, the city has reified the role of the market in the urban development process.
